HARRIET MIERS
State Bar President, 1992-1993

Harriet Miers, the first woman elected president of the State Bar of Texas, is a partner in the litigation and public policy sections of Locke Lord. She served as the firm’s first woman lawyer, its first woman president and later co-managing partner. Miers earned a B.A. at Southern Methodist University, receiving the M Award, the highest recognition bestowed upon students, faculty, staff, and administrators on the SMU campus. She earned her J.D. from SMU Dedman School of Law, where she currently serves on the executive board. She was selected an Outstanding Alumnae of both SMU and SMU Law and received the Robert G. Storey Award for Distinguished Achievement. Miers holds an Honorary Doctor of Laws degree from Pepperdine University.

She was elected as an at-large Dallas City Council member and has served on the boards of a variety of community organizations, including Big Brothers Big Sisters and as chair of the Dallas Breakfast Group, focused on improving the quality of local governmental institutions. Miers was the first woman president of the Dallas Bar Association. She was named Outstanding Young Lawyer by the Dallas Association of Young Lawyers in 1979. Miers served as the Texas state delegate to the ABA House of Delegates and twice as chair of its Rules and Calendar Committee. She also served as chair of the ABA Journal Board of Editors. She chaired the board of trustees of the Center for American and International Law. Miers has been inducted into the Texas Legal Legends, named by Texas Lawbook as one of 50 lions of the Texas Bar, given the Sandra Day O’Connor Award by the Texas Center for Legal Ethics and Professionalism, and received the Texas Appleseed Good Apple Award.    

She serves as chair of the Texas Access to Justice Commission. Miers also is a co-chair of the Leaders Council for the Legal Services Corporation, a group organized to bring together community, business, and legal leaders to support greater access to legal services for our nation’s low-income individuals and families.  

She served in the administration of President George W. Bush from 2001 to 2007 as staff secretary, deputy chief of staff, and counsel to the president, receiving the Department of Justice Edmund J. Randolph Award and the Central Intelligence Agency Seal Medal. In 2022, Miers received the American Lawyer’s Lifetime Achievement Award, recognizing individuals who have left an indelible mark on the legal profession through their substantive area of work as well as strong public service. 

Grateful to have her law license for more than 50 years, she received the Texas Bar Foundation Outstanding 50 Year Lawyer Award. Miers is a member of Cornerstone Christian Church, where she serves on the Mission Committee.
